Existing Processes, Policies Apply to Stimulus Funded IT Projects

The American Recovery and Reinvestment Act (ARRA) will provide Georgia with substantial federal funding for the development and improvement of key initiatives, including information technology projects. 

The Office of Management and Budget (OMB) published updated guidance for federal agencies regarding the implementation of the recovery act on April 3, 2009, but more specific requirements for states have not been defined by the federal government.

Regardless of the eventual federal requirements, GTA intends to continue using existing enterprise policies and standards in making decisions about the allocation, control and reporting of recovery act funding for Georgia’s technology projects.  GTA will also use the Agency Project Request (APR) process, which has been in place for several years to ensure appropriate oversight of technology projects with a significant impact on state operations.  Agencies have designated contacts to support and process their technology project requests through the APR process, which is depicted in the APR flow chart.

Besides adhering to enterprise policies and standards and the APR process, technology projects funded through the recovery act will be subject to project assurance as required in the state’s Independent Verification and Validation Standard, SM-06-001.02.

Georgia has been selected as one of 16 states to participate in an on-going evaluation of our use of recovery act funding and its impact on our state.  Making sure agencies follow processes already in place for the state’s technology projects will ensure transparency in the distribution of federal funds and accountability in their use.   As the federal government provides additional guidance in the use of the ARRA funds, GTA will ensure these are communicated and integrated into our practices.
